The Carmi City Council met Tuesday, February 16th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the February 2nd, 2016 council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
January 2016 Financial Reports were presented. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve the Financial Reports as presented. The motion carried on roll call by each Alderman answering “yes.”
February 2016 Vendor Invoices were presented. Motion made by Alderman Winkleman and seconded by Alderman Davis to approve the Vendor Invoices as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Ordinance No. 1497, 2016 Budget and Appropriations for the fiscal year beginning January 1, 2016 and ending December 31, 2016. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve Ordinance No. 1497 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider Ordinance No. 1498, Amendment to zoning Ordinance No. 778, rezoning 408 West St., 524 Webb St., 404 Olive St., and 406 Olive St. from Residential Zone 4 to Business Zone 2. Alderman Yearby commented that he thought the area looks good now that it is somewhat cleaned out and that he thinks it is a good idea. Motion made by Alderman Blake and seconded by Alderman Winkleman to approve Ordinance No. 1498 as presented. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated that he has ordered three (3) pieces of playground equipment for Eckerle Park to go along with what is already there.
He informed the council that he and Sandra Irvine have discussed using some money from the TIF Fund to remove the trees at the Industrial Park so that potential buyers could have a better visual of how much property we have available. They are hoping that by clearing the property, they can entice more industry or businesses to the Industrial Park.
Reports from Standing Committees
Alderman Knight commented about the small cemetery that is back behind the Industrial Park. He stated that his crews will start clearing it out next week. There are only around seven or eight (7-8) stones that they can see right now but they expect to find more after they clear the underbrush. They will likely put a fence around the cemetery once it is all cleaned out.
