The regularly scheduled council meeting was held on Tuesday, November 23, 2021, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Alderman Winkleman gave the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.
The minutes from the November 2, 2021, council meeting were presented. Alderman Hays made a motion to approve the November 2, 2021, council meeting minutes as presented. Alderman Totten seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
The October 2021 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the October 2021 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
The vendor invoices for November 2021 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the November 2021 vendor invoices. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
For Council Consideration, discussion, and possible approval
- Award bid for replacement of the cemetery (W. Sycamore Street) pressure reducing station to Kieffer Brothers Construction Co, Inc. in the amount of $151,438. Mayor Pollard stated the City plans to pay for this project from the ARPA Covid relief funds. Mayor Pollard stated, “This station controls the water pressure to our water storage tanks as well as some residences.” With no further discussion, Alderman Blake made a motion we accept the bid from Kieffer Brothers Construction Co, Inc. in the amount of $151,438 for the replacement of the pressure reducing station. The motion was seconded by Alderman Totten. The motion carried on roll call by each Aldermen answering “yes.” The motion was seconded by Alderman Totten. The motion carried on roll call by each Alderman present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard noted all the activities that were happening over the Thanksgiving Weekend. Christmas Lights of Hope will begin their lighted drive-thru display on Friday, November 26, 2021. Shop mall business is scheduled for Saturday, November 27th in conjunction with It’s a White County Christmas Lighted Parade which will begin at 5:30 p.m. Santa Clause has released his hours for his Carmi home. And last but certainly not least, WROY/WRUL will hold the 1st Annual Pictures with Santa Paws on December 3rd from 3 – 6 p.m. and December 4th from 10 – 2 p.m. at 101 N. Church Street.
Reports from Standing Committees
Alderman Knight stated the City will be ringing the bell for the Salvation Army on Friday, December 17th from 10 a.m. to 9 p.m.
Alderman Courson stated the new street sweeper is in use and is doing a great job.

At 5:41 p.m. Alderman Headlee made a motion to go out of regular council meeting and enter into executive/closed session to discuss personnel with no action to follow. Alderman Courson seconded the motion. The motion carried on roll call with each Alderman present answering “yes.”
