Minutes: City Council Meeting of July 3, 2018

The Carmi City Council Meeting was held on Tuesday, July 3, 2018, at 5:30 p.m. in the Council Room of the Municipal Building at 225 East Main Street for the regularly scheduled meeting.

Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lance Yearby, Mike Knight, Doug Hays, Jeremy Courson, and Sheila Jo Headlee.

Minutes from the June 19, 2018, council meeting were presented.  Motion was made by Alderman Hays and seconded by Alderman Knight to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.” 

Mayor Pollard asked the Council for approval of Resolution 07.03.18-A: A resolution for improvement under the Illinois Highway Code regarding Illinois Route 14 resurfacing work which was done by IDOT on Oak Street back in 2014/2015.  A motion was made by Alderman Winkleman to pass Resolution 07.03.18-A: A resolution for improvement under the Illinois Highway Code regarding Illinois Route 14 resurfacing work.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the Council for approval of Resolution 07.03.18.-B: A resolution for maintenance of streets and highways by municipality under the Illinois Highway Code regarding street repair in various locations performed in the fall of 2016.  Alderman Headlee made a motion to approve Resolution 07.03.18.-B: A resolution for maintenance of streets and highways by municipality under the Illinois Highway Code regarding street repair in various locations performed in the fall of 2016.  The motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider the following TIF Façade Improvement Grant Request:  Ryan Marx, owner of Carmi Taekwondo Center located at 106 East Main Street is requesting $5,000.00 for improvements to the building exterior.  These improvements will include installing a new awning, repairing front of building and redesigning and installing a new business sign.  Alderman Winkleman made a motion to approve the TIF Façade Improvement Grant Request for Ryan Marx, owner of Carmi Taekwondo Center for $5,000.00 for improvements to the building exterior.  The motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard presented City Electrical Engineer, David Coston, to discuss generator #11 for the Light Plant.  Mr. Coston stated the deadline is quickly approaching for filing a response with IMEA regarding engine #11 credits.  Mr. Coston stated IMEA requires a response from the City of Carmi before July 20, 2018, which would need to include a signed and authorized contract with an engine repair firm or supplier indicating that we are in the process of repairing or replacing the generator to continue to receive our credits of approximately $100,000.00 a year once that repair or replacement is complete.  Mr. Coston stated he had contacted the City Clerk, Cynthia Attebury, regarding possibly filing a claim.  He was supplied with the insurance policy and reviewed this information.  He feels at this time based on the information he reviewed, the City should file a claim for “equipment breakdown coverage.”  Mr. Coston made the following recommendations:

  • Recommendation #1:  We sign a contract with one of the repair facilities to tear down the engine.  We can show the contract to IMEA and that will allow us until July 20, 2019, to repair the engine or replace the engine and still get our $100,000.00 per year credit once it is back in service.
  • Recommendation #2:  We begin the process of filing a claim with the insurance company.  We will not be able to finalize the claim until we have the tear-down report, but we can begin the process.
  • Recommendation #3:  We wait until we know whether the insurance company will pay the claim before we decide about extending the Duke Service contract to cover the engine repairs.  At that point, we will know the cost of the repairs, Duke can provide us with a firm price and we can then decide.

After a lengthy discussion, the following motions were made:  Alderman Hays made a motion to contact IDS, Inc. and sign a contract for teardown and a repair estimate of engine #11 for the insurance claim.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”  Alderman Hays then made a motion to give Mr. Coston authority to report to IMEA we will be tearing down engine #11.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”

Alderman Headlee wanted to congratulate the local youth who are the 2018 Grand Slam World Series Champions – Team Dingers.  Great job and we are proud of you.
