Minutes: City Council Meeting of July 17, 2018

The Carmi City Council met Tuesday, July 17, 2018, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.  The meeting was called to order.

Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Mark W. Blake, Sheila Jo Headlee, Doug Hays, Mike Knight, Tracy Nelson, Jeremy Courson, Lance Yearby and Steve Winkleman.

Minutes from the June 19, 2018, council meeting were presented.  Motion was made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve the June 2018 Financial Reports for the City of Carmi and Light & Water Departments.  Motion was made by Alderman Headlee and seconded by Alderman Winkleman to approve the June 2018 Financial reports for the City of Carmi and Light & Water Departments. The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to approve and authorize July 2018 vendor invoices for the City of Carmi and Light & Water Departments.  Alderman Winkleman made a motion to approve the July 2018 vendor invoices for the City of Carmi and the Light & Water Departments.  Alderman Courson seconded the motion.  The motion carried on roll call by each Alderman present answering “yes.”

Keith Botsch, City CPA and Auditor, presented the 2017 Annual Financial Report and Independent Auditor’s Report.  He stated the statement of net position for the governmental activities cash and cash equivalent was $2,577,038.00 and the business-type activities were $86,726.00.  For the governmental funds balance sheet, the cash and cash equivalents was $1,481,465.00.  The other governmental funds were $1,095.573.00.  The statement of revenues, expenditures, and changes in fund balance for the governmental funds was $3,135,017.00; total expenditures were $3,773,592.00 leaving a deficit of $638,575.00.

Mr. Botsch reported the combining statement of revenues, expenditures, and changes in fund balances for the following accounts:

  • Library $228,756.00
  • TIF $239,400.00
  • TIF#2 $21,236.00
  • Economic Development $721,540.00
  • Motor Fuel Tax $458,142.00

The Enterprise Fund statement of revenues over expenses were as follows:

  • Light Department operating income $261,547.00
  • Water Department operating loss of $178,695.00
  • Sewer Department operating loss of $292,443.00

Alderman Nelson asked what the debt forgiven of $750,000.00 was.  Mr. Botsch stated this was from a loan that was forgiven for the Sewer Department.  Mr. Botsch concluded by stating the Water Department was in the red but the rest of the City looked okay.

For Council Consideration, Discussion, and Possible Approval

  1. Bids for demolition of the Carmi Theater were reviewed.  Mayor Pollard stated there were four (4) companies who attended the pre-bid meeting at the Carmi Theater on June 26, 2018.  The City received bids from two (2) companies; Jeff Guisewite, Inc. and Fred Cooley and Son. Excavating.  The bids were reviewed by council.  Alderman Headlee stated Jeff Guisewite, Inc. had done several jobs for the City of Carmi in the past and he does excellent work.  After discussion and review, a motion was made by Alderman Headlee to accept the bid of Jeff Guisewite, Inc. for $28,380.00.  This includes demolition of the theater, haul off debris to an approved landfill, remove wall down to top of other building, cap wall with clay tiles, haul, spread, and compact 1” clay dirt and top soil over foot print of building pad, seed and straw.    Alderman Blake seconded the motion.  The motion carried on roll call by each Alderman present answering “yes” except for Alderman Hays who answered “no.”
  2. Mayor Pollard stated he had been contacted by Martha Cox representing the Presbyterian Church requesting partial road closure of First Street on August 1, 2018.  Mayor Pollard stated the church is going to show a movie in the Lions Club parking lot and have refreshments across the street in the church.  She is requesting road closure from 5:00 p.m. to 10:00 p.m.   A motion was made by Alderman Courson to close a portion of First Street in front of the Presbyterian Church on August 1, 2018, from 5:00 p.m. to 10:00 p.m.  The motion was seconded by Alderman Hays.  The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard reminded everyone that there is a state law that states everyone who holds a raffle MUSTobtain a raffle license.  A raffle license can only be issued to a non-profit organization.  They cannot be issued to an individual.  Violation of any part of the Raffle Act is a Class C misdemeanor.  Raffle licenses can be obtained through the City Clerk’s Office.

Mayor Pollard stated the White County Fair starts August 5, 2018.  Make sure you check the fair schedule for all the dates and times of the events for the week.

Reports from Standing Committees

Alderman Knight stated he attended the Airport Meeting July 16, 2018.  The runway has been painted and should last three (3) years.  The next Airport Meeting will be held on August 13, 2018, at 6:00 p.m. at the Airport.

Alderman Winkleman asked what the status was on redoing the tennis courts.  Mayor Pollard stated we were still trying to find funding for this project as it was very costly.  Mayor Pollard also stated two of the courts were not able to just be resurfaced; they would have to be totally redone.

Alderman Nelson wanted to remind the community it is illegal to blow grass into the road.  This creates a hazard for cyclists and motorcycles.

Business or Comments from Visitors

Mr. Don Winkleman addressed the council regarding a tree located at 407 Iris Lane.  He stated the homeowner, Jackie DeLawter, had damage to a tree on her property during a storm about a week ago.  He stated Ms. DeLawter had contacted a few tree companies to remove the tree and was told it was a very dangerous situation.  Ms. DeLawter’s daughter, Toby Seigert, was present and stated it was going to cost $2,500.00 to $4,000.00 to have the tree removed.  She stated her mother could not afford it and she and her sister were going to have to pay to have it removed.  They were asking if the City of Carmi could help with the tree removal.  Mayor Pollard stated he and City Supervisor, Mike Buckman, would look into this.

Motion made by Alderman Headlee and seconded by Alderman Courson to adjourn. Motion carried on roll call by each Alderman present answering “yes.”

At 6:00 p.m. the council adjourned.
