Minutes: City Council Meeting of February 18, 2020

The Carmi City Council met Tuesday, February 18, 2020, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Mike Knight, Doug Hays, Jeremy Courson, and Sheila Jo Headlee.

The minutes from the February 4, 2020, council meeting were presented.  A motion was made by Alderman Hays to approve the February 4, 2020, council minutes.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Alderman present answering “yes.” 

The January 2020 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration.  A motion was made by Alderman Headlee for approval of the January 2020 Financial Reports.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for February 2020 for the City of Carmi and Carmi Light & Water were presented for approval.  A motion was made by Alderman Totten to approve the February 2020 vendor invoices.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion and possible approval:

  1. Pay request to Brown and Roberts for the Carmi Airport. The pay request for Brown and Roberts was presented for approval for the Carmi Airport.  They will be repairing the entrance road as well as the airport parking lot.  The City of Carmi will receive 95% reimbursement from IDOT after payments are made.  Alderman Knight made a motion to approve the pay request to Brown and Roberts for the Carmi Airport.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”
  2. Requesting the Council to permit the City of Carmi to add a 3rd class G liquor licenses for A and S Enterprises, known as Pundrake. Mayor Pollard introduced Jason Smith, co-owner of A and S Enterprises.  Mr. Smith stated he was requesting a class G liquor licenses in order to continue as a gambling location. He stated A and S Enterprises had purchased Pundrake in 2003.  He said they employee between 8-10 employees and currently they have 8.  In 2013, he stated Pundrake had been classified as a truck stop as they were associated with Brown Feed and Chemical.  The revenue the City received from the gaming over the past 3 years was approximately $5318 which averages out to be around $1700 per year.  Since the sale of Brown Feed and Chemical, they have lost their truck stop status.  He stated without approval of the class G licenses, he might as well close the business as it would not be sustainable.  He stated if he receives the class G license, his staff would receive BASSET training which is required for servers by the State of Illinois. Alderman Hays explained the Glass G licensure had a 2-drink limit as well, which the current information on the City website was not mentioning and he asked for it to be reviewed and updated.  After a brief discussion, Alderman Hays made a motion to create a 3rd class G license for A and S Enterprises.  The motion was seconded by Alderman Knight.  The motion carried on roll call by each Alderman present answering “yes.”
  1. Purchase of a new Dodge Ram truck for the Carmi Police Department:  Alderman Hays stated every year, the Police Department budgets for a new vehicle in order to rotate out one of the older vehicles.  He stated the state bid process has been followed and they have received a bid from White County Ford for $29,790.  Alderman Hays stated $25,000 will come from the Police Department budget with the remaining money to be paid from the Police Department Special Funds account.   Alderman Hays stated the 2013 vehicle will be taken out of service and sold after the new vehicle in use, which will take a couple of months.  With no further discussion, Alderman Hays made a motion to purchase a new 2020 Dodge Ram from White County Ford in Carmi.  The motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”  

Reports and/or updates from Mayor Pollard

Mayor Pollard stated there will be an electronics recycling day on March 28, 2020, from 9 a.m. to 12 p.m. at the old Newton Wire and Cable building on Third Street.  

Reports from Standing Committees

Alderman Headlee stated Mayor Pollard, Alderman Winkleman as well as herself had met at Botsch and Associates yesterday, Monday, February 17th, to compile the budget.  She stated this should be available for approval by the council within the next couple of months.

None.

At 5:50 p.m. Alderman Courson made a motion to adjourn.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
