Minutes: City Council Meeting of April 14, 2020

The Carmi City Council met Tuesday, April 14, 2020, at 5:30 p.m. via phone conference due to COVID-19.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.      

The minutes from the March 17, 2020, council meeting were presented.  Motion was made by Alderman Hays and seconded by Alderman Totten to approve the minutes as presented.  The motion carried on roll call by each Alderman answering “yes.” 

For council consideration, discussion, and possible approval

  1. Mayor Pollard asked the council to consider reappointment of Nancy J. Winter as Trustee on the Police Pension Fund Board for a two (2) year term effective 05/01/2020 to 04/30/2022.  Alderman Hays made a motion to reappoint Nancy J. Winter as Trustee on the Police Pension Fund Board for a (2) year term effective 05/01/2020 to 04/30/2022.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Alderman answering “yes.”
  2. Mayor Pollard asked the council to approve Resolution No. 04.14.2020; A resolution renewing the employee’s safety incentive program for the period of April 1, 2020 to March 31, 2021.  Alderman Headlee noted the agenda had the wrong date and should be corrected to March 31, 2021 instead of March 31, 2019.  Clerk Attebury will make the above change on the agenda.  Alderman Headlee made a motion to approve Resolution No. 04.14.2020; A resolution renewing the employee’s safety incentive program for the period of April 1, 2020 to March 31, 2021.  The motion was seconded by Alderman Winkleman.  The motion carried by each Alderman answering “yes.”
  3. Mayor Pollard stated the bids for the purchase of a tractor for the Parks Department were included in the Aldermen’s packets. Mayor Pollard stated Sydenstricker Nobbe submitted a bid for (2) two different types of tractors; one was a John Deere 6135 E cab tractor which was $74,000 and the other was a John Deer 6140 M cab tractor which was $97,900.  4 R Corporation, which is a Case IH dealer, presented a bid for a Case Farmall 140A tier.  The specifications of each tractor were listed on the submitted bid sheets.  Alderman Knight stated he had called Sydenstricker Nobbe as well as 4 R Corporation regarding the capabilities of each tractor.  He stated the horsepower of all (3) three tractors would be sufficient for the Parks Department.  Alderman Winkleman asked how long the bid would be valid for.  Mayor Pollard stated he will call the winning bid company to inquire how long the bid would be valid for.  He stated the City may wait to purchase the tractor due to the Covid-19 situation and funding availability.  After discussion, Alderman Knight made a motion to accept the bid from 4 R Corporation for the Case Farmall 140A tier tractor for $64,759.98. The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard thanked Andrew Giles and Chris Gipson of Premier Soft Wash for sanitizing all the playground equipment at the parks as well as Burrell Woods.  Mayor Pollard stated the City crews had been doing it once a week as well.  He also stated all playgrounds are closed at this time due to the executive order of Governor Pritzker.

Mayor Pollard reminded all residents to fill out and return their census form.  He stated having an accurate count would affect the availability of funds for the grant process and other programs through the state of Illinois. 

Reports from Standing Committees

Alderman Winkleman stated the Burrell Park Campground is closed at this time along with the playground due to COVID-19. 

Business or Comments from Visitors

Chief Jason Carter thanked both Keith Hoskins as well as Nancy J. Winter for serving on the Police Pension Fund Board.  Chief Carter stated, “they spend a lot of time attending training seminars as well as the meetings”.

Adjournment

At 5:57 p.m. Alderman Headlee made a motion to adjourn.  Motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman answering “yes.”
