City Council Meeting
City of Carmi
June 16th, 2015
The Carmi City Council met Tuesday, June 16th, 2015 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street, Carmi, Illinois.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight. Alderman Lance Yearby was absent, due to a scheduled family vacation.
Minutes for the June 2nd, 2015 council meeting were presented. Motion made by Alderman Winkleman and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
May 2015 Financial Reports were presented. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve the financial reports as presented. The motion carried on roll call by each Alderman answering “yes.”
June 2015 Vendor Invoices were presented. Motion made by Alderman Winkleman and seconded by Alderman Hays to approve the vendor invoices as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider the re-appointment of Denton Aud to the Library Board for a three (3) year term effective July 1, 2015 to June 30, 2018. Motion made by Alderman Winkleman and seconded by Alderman Hays. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider the appointment of Jessica South Williams and John Stanley to the Library Board for a three (3) year term effective July 1, 2015 to June 30, 2018 to fill the vacancy of retiring members Lloyd Stills and Kathy Funkhouser. Motion made by Alderman Winkleman and seconded by Alderman Lamont. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Resolution 6-16-15, a resolution for “Re-Routing of traffic…” for the Kiwanis Club Annual Corn Days Celebration to be held October 9 and 10, 2015. Motion made by Alderman Headlee and seconded by Alderman Winkleman. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider Ordinance No. 1487, an ordinance establishing Prevailing Wage for the city of Carmi, County of White, State of Illinois. Motion made by Alderman Lamont and seconded by Alderman Knight. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Ordinance No. 1488, an ordinance regulating traffic flow on the days that the public schools are in session within the City of Carmi and rescinding Ordinance No. 1288 and 1471. He explained that the change was due to the Pre-K location closing down on 7th Street and the “one way” and “no parking” were no longer necessary. Motion made by Alderman Hays and seconded by Alderman Davis. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard wanted to remind the public that all of the city offices and departments will be closed on Friday July 3rd. The city dump and compost site will also be closed on Saturday July 4th.
He informed the council that the town has been painted purple this week to kick off the Relay for Life events this Friday June 19th at the Carmi-White County High School track from 6:00 p.m. to 12:00 a.m.
The city has also had some calls of speeding on 3rd Street north of the railroad tracks so they will be ramping up patrol in that area along with watching for running the stop sign at Stewart St. and Hillsdale Ave..
Mayor Pollard stated that the council needs to be considering three (3) pieces of property that are up for bid in the county tax sale in East Carmi connected to what the city already owns from the flood buy-out. He wanted to know if the council was interested in purchasing them. He handed out a map and said that the blue areas on it are the properties that they already own, the property in pink is what they just purchased from the buy-out, and the property highlighted in red are the properties going up for bid in the tax sale. Alderman Headlee asked if there were anything on those properties or if they were empty. Mayor Pollard stated that they were empty and that somebody would have to mow them. He added that the council does not have to vote on it because they are seven hundred and ninety eight dollars ($798) a piece but they need to think about the purchase.
Reports from Standing Committees
Alderman Knight stated that the pool is open and that Burrell’s Woods is looking good. He added that there will be an Airport Board Member Meeting next week.
Alderman Hays said that Officer Moore has been tenured and taken off of probation.
Alderman Headlee informed the council that the city side (five months) cash revenues were five hundred and fifty seven thousand dollars ($557,000) under and expenditures were about seven hundred and ninety eight thousand dollars ($798,000) under. On the Light and Water side, revenues were seven hundred and seventy seven thousand dollars ($777,000) under and expenditures were five hundred and four thousand dollars ($504,000) under.
City Supervisor Mike Buckman then gave a quick update. He stated that on Wednesday June 24th, he will hold a policy meeting with the committees. Sewer flushing is being done and three (3) major sewer projects have been completed. They include Tar Springs Drive, Oak Street and behind the Carmi Times. They will be closing Fairground Road to repair sewer under the street about midway down the road. Then they will be moving over to 4th Street to take care of it which has needed repair for twenty (20) years. There will also be repairing a manhole at James Avenue.
Alderman Winkleman reported that the lock is missing at the yard waste.
