3. Approve June 2, 2025, Council Meeting Minutes
4. Approve June 2, 2025, Closed Session Minutes
5. Approve April 2025 Financial Reports for the City of Carmi and Light & Water Departments (Tabled from June 2, 2025).
6. Approve and authorize May 2025 vendor invoices for the City of Carmi and Light & Water Departments (Tabled from June 2, 2025).
7. Janice Crow, Regional Council Manager for Region 20 with the Birth to Five Illinois Program.
8. For council consideration, discussion and possible approval:
a. Arlynne Davis, Botsch and Associates, to present the City of Carmi and Carmi Light & Water 2024 audit.
b. Kenny Hargrave to address the council requesting a Class G liquor license for 5th Street Market. (Authorize the sale at a convenience food store of only beer and wine in the original package for consumption off the premises or, if there is a video gaming area on the premises which is licensed, the retail sale of beer and wine for consumption only within the video gaming area on the premise).
c. Resolution 06.17.2025; A Resolution to open a checking account for the City of Carmi Police Department Recruitment and Retention Grant.
d. Resolution 06.18.2025; A Resolution for written consent of the board of directors authorizing an amendment under Strong Communities Program Round 2 Amendment (PID# 52481).
e. Resolution 06.19.25; A resolution renewing the employee safety incentive program for the period of April 1, 2024, to March 31, 2025.
f. Moran Economic Development LLC Invoice 2720 for $1235.00 (TIF Application Review & Processing for Tumble Time.)
g. TIF Consideration Request.
h. Dortha Thackery to request the City ask IDOT for a stoplight at Main Street/Commerce/Sunset Drive.
9. Reports and/or updates from Mayor Stendeback.
10. Reports from Standing Committees.
11. Business or comments from visitors.
12. Closed Session to discuss litigation with potential action to follow.
