City Council Meeting Minutes, February 3, 2014

City Council Meeting
City of Carmi
February 3, 2014

The Carmi City Council met Monday, February 3, 2014 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street, Carmi, Illinois.

Prior to opening the council meeting, Mayor Pollard asked Alderman Steve Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following aldermen present:  Steve Winkleman, Mark W. Blake, Keith Davis, Kenny Carter, Mike Knight, Doug Hays, Jack Lamont and Sheila Jo Headlee.  

Minutes for the January 21, 2014 council meeting were presented.  A motion was made by Alderman Knight and seconded by Alderman Headlee to approve the minutes as presented.  The motion carried on roll call by each alderman answering “yes.”

Mayor Pollard asked City CPA Keith Botsch to present the 2014 Budget and Appropriations Ordinance No. 1475 for the fiscal year beginning January 1, 2014 and ending December 31, 2014. Mr. Botsch acknowledged that a complete summary of the budget and proposed appropriations had been given during the public hearing that preceded the council meeting and offered to answer any remaining questions. No comments or questions by Aldermen. A motion was made by Alderman Winkleman and seconded by Alderman Headlee to approve Ordinance No. 1475 as presented. The motion carried on roll call by each alderman answering “yes.”

Reports from Standing Committees

Alderman Davis reported that the Water Department had purchased a bed box with all steel construction for a pickup truck with a cost of $9,100.00 and it was delivered today. He had found a new vehicle for the Water Department which would have cost $45,000.00 and the purchase of the bed box would give them some time to look for a cheaper more comparable vehicle to purchase in the future.

None

Motion made by Alderman Headlee and seconded by Alderman Blake to go into closed session for the purpose of discussing personnel and/or property issues with no action to follow. The motion carried on roll call by each alderman answering “yes.”

At 5:36 p.m. council went into closed session.

Motion made by Alderman Headlee and seconded by Alderman Blake to return to open session and adjourn. The motion carried on roll call by each alderman answering “yes.”

At 7:47 p.m. council adjourned.
