MINUTES – City Council Meeting – August 20, 2024

The Carmi City Council met Tuesday, August 20, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regular City Council Meeting.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Mike Knight, Sheila Headlee and Doug Hays. Absent: Jeremy Courson

The minutes from the August 6, 2024 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Blake to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes” except Alderperson’s Nelson and Bradshaw who abstained due to being absent from the August 6th meeting.

The July 2024 Financial Reports for the City of Carmi and Light & Water Departments were presented for approval. Alderman Headlee made a motion to approve the July 2024 Financial Reports for the City of Carmi and Light & Water Departments. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

The August 2024 vendor invoices for the City of Carmi and Light & Water Departments were presented for approval. Alderman Winkleman made a motion to approve August 2024 vendor invoices. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”

For council consideration, discussion, and possible approval

A. Ordinance 1627: An ordinance for Financial Management Policy and Practices. Mayor Pollard stated “These policies were being done but we did not have a written policy and this will comply with the audit recommendations.” Alderperson Headlee made a motion to pass Ordinance 1627 with a second by Alderperson Hays. The motion carried on roll call by each Alderperson answering “yes.”

B. Resolution 08.06.24; A resolution setting the petty cash spending limit for the City of Carmi. Alderperson Headlee made a motion to approve Resolution 08.06.24 regarding petty cash. The motion was seconded by Alderperson Winkleman seconded the motion. The motion carried on roll call by each Alderperson answering “yes.”

C. Resolution 08.07.24; A resolution authorizing credit card users for the City of Carmi and Carmi Light and Water. Alderperson Hays made a motion to adopt Resolution 08.07.24. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson answering “yes.”

D. Resolution 08.08.24; A resolution to construct, occupy and maintain a 6” water main along and under IL Route 1. Alderperson Bradshaw made the motion to

adopt Resolution 08.08.24 with a second by Alderperson Knight. The motion carried on roll call by each Alderperson present answering “yes.”

E. Pay Request: Southern Illinois Title Insurance for Lien Search 2024-45 for $300.00 for possible easement (payable from TIF 2). Alderperson Headlee made a motion to pay Southern Illinois Title Insurance $300.00 for Search 2024-45. Alderperson Winkleman seconded the motion. The motion carried on roll call by each Alderperson answering “yes.”

F. Pay Request: Southern Illinois Title Insurance for Lien Search 2024-24 possible easement for $300.00 (Payable from TIF 2). Alderperson Winkleman made the motion to approve the pay request to SI Title Insurance for $300.00 for Search 2024-24. The motion was seconded by Alderperson Bradshaw. The motion carried on roll call by each Alderperson answering “yes.”

G. Pay Request: SI Title Insurance for Lien Search 2024-46 possible easement

for $300.00 (Payable from TIF 2). Alderperson Blake made a motion to approve the above pay request to SI Title for $300 for Search 2024-46. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson answering “es.”

H. Pay Request: SI Title Insurance for Lien Search 2024-47 for possible easement for $300.00 (Payable from TIF 2). Alderperson Headlee made a motion to approve the SI Title Lien Search 2024-47 for $300.00. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

I. Change Order #2 Final for the Water System Improvements 2020-DCEO PI Portion. Alderperson Headlee made a motion to approve the change order. Alderperson Blake seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

J. Contractor’s Pay Estimate #4; Final to Wiggs Excavating for the Water System Improvement 2020-DCEO PI Portion. Alderperson Headlee made a motion to approve the contractor’s pay estimate to Wiggs Excavating. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”

K. Construction Engineering Bill #4 to Brown & Roberts, Inc. for the Water System Improvements 2020 DCEO PI Portion. Alderperson Winkleman made a motion to approve the Construction Engineering Bill #4 to Brown and Roberts, Inc. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.”

L. Pay Request: Southern Illinois Title Insurance Lien Search 2024-48 possible easement for $300.00 (Payable from TIF 2). Alderperson Winkleman made a motion to approve the pay request to SI Title for lien search 2024-48. Alderperson Hays seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

M. Resolution 08.09.24; A resolution authorizing the transfer of TIF funds between TIF 1 and TIF 2. Alderperson Headlee made a motion to approve Resolution 08.09.24 with a second by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

N. Moran Economic Development Invoice TIF Project Review & Evaluation invoice for $475.00 (Payable from TIF 1). Alderperson Hays made a motion to approve the invoice from Moran Economic Development. Alderperson Blake seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

O. Pay Request: Brown & Roberts DCEO PI Portion Water Systems Improvements C & O for $1,249.76 (Payable from IEPA Loan). Alderperson Headlee made a

motion to approve the Brown & Roberts pay request with a second by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.”

P. Ordinance No. 1628; An ordinance Prohibiting Parking on the East Side of Fifth Street between Stewart Street and Sycamore Street. Chief Jason Carter said several years ago the area had restricted parking when the coal mine was open but when it was closed, the parking restrictions were rescinded. The area has become increasingly dangerous over the years especially when school is in session. It is difficult to see when cars are parked along the roadside. Chief Carter said there are really not good options for this location. He had investigated even moving to the pick-up line in the alley but that would block several homeowners who park in the back. Alderperson Hays and Bradshaw said they would like some additional time to review the situation and see if any other alternatives were available. Alderperson Hays made a motion to table Ordinance No. 1628 until the next meeting. Alderperson Bradshaw seconded the motion. The motion carried on roll call by each Alderperson answering “yes.”

At this time, Chief Jason Carter introduced the newest employee to the Carmi Police Department, Mr. Grant Leavins. He resides in Carmi with his wife and family. He will be attending the Police Academy in the near future.
