MINUTES – City Council Meeting – August 6, 2024

The Carmi City Council met Tuesday, August 6, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderpersons present: Steve Winkleman, Mark W. Blake, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays. Absent: Tracy Nelson and Lacey Bradshaw.

The minutes from the July 16, 2024 council meeting were presented. Motion was made by Alderperson Hays and seconded by Alderperson Courson to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes.”

For council consideration, discussion, and possible approval

a) Review & consider possible acceptance of bid allowing contracts to be executed on the Saunders and Meadow HMA Overlay & Extension Section 21-00097-00-PV MFT (Rebuild Illinois) Project. Mayor Pollard stated this was the project for Sunnybrook Meadows. Alderperson Headlee made a motion to approve the above-noted bid acceptance. The motion was seconded by Alderperson Courson. The motion carried by each Alderperson present answering “yes” on roll call.

b) Brown & Roberts, Inc. Job No 2021-029 RBI Saunders Ave & Meadow for $7,136.63 (Paid from MFT). Alderperson Courson made a motion to approve the above Brown & Roberts invoice. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

c) Resolution 08.06.24; A resolution adding Stacey Courson to the City of Carmi Accounts & removing former employees. Treasurer Courson had already been added to the accounts but the vendors will not remove any former names without a written resolution. Alderperson Hays made a motion approve Resolution 08.06.2024. Alderperson Winkleman seconded the motion. The motion carried on roll call by each Alderperson present answering “yes” except for Alderperson Courson who abstained.

d) Resolution 08.07.24; A resolution adding Brooke Harrison to the Carmi Light and Water Vendor accounts and removing former employees. Alderperson Hays made a motion to approve Resolution 08.07.24. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

e) Conger & Elliott Prof. Corporation legal services for Rosebud Drive Water Main Upgrade for $82.50 (payable from TIF 2). Alderperson Headlee made a motion to approve the Conger & Elliott bill. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”

f) Moran Economic Development, LLC Invoice #2421 for $1,900.00 for TIF Audit Reports (Payable half from TIF 1 and half from TIF 2). Alderperson Hays made a

motion to pay Moran Economic Development Invoice. Alderperson Winkleman seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

g) Resolution 08.08.24; A resolution to open a checking account for the Rebuild Illinois Grant. Alderperson Winkleman made a motion to pass resolution 08.08.24. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

h) Motor Fuel Tax Construction Engineering Agreement with Brown & Roberts, Inc. for the Saunders to Sunnybrook project. Alderperson Headlee made a motion to approve the MFT Construction Engineering Agreement with Brown & Roberts, Inc. Alderperson Courson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

i) Possible approval to hire a new police officer. Chief of Police Jason Carter stated with the retirement of Chris Pollard in June, this has left a vacancy in the department. Chief Carter said the written and physical portion of the test had been completed earlier in July. From the testing, they have 5 applicants who passed both the written and the physical. Chief Carter stated the next academy date was September so in order to get a candidate in the academy, we needed to go ahead and hire someone. With no further questions, Alderperson Headlee made a motion to approve the hiring of a new police officer. Alderperson Hays seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

City Clerk Attebury stated petitions for Mayor, Clerk, and an Alderperson from each ward would be available for pickup at City Hall beginning August 20, 2024 at 8 a.m. They will be available Monday thru Thursday 8 a.m. until 3:00 p.m.

Closed Session to discuss personnel and property issues with action to follow:

None.

Adjournment

At 5:42 p.m. Alderperson Courson made a motion to adjourn. Alderperson Blake seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”
