MINUTES City Council Meeting City of Carmi April 1, 2025

The Carmi City Council held the regular monthly council meeting in City Hall on April 1, 2025, beginning at 5:30 p.m.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderpersons present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Mike Knight, Doug Hays, and Sheila Headlee. Absent: Jeremy Courson.

The minutes from March 18, 2025, council meeting was presented. Motion was made by Alderperson Hays and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes.”

Chief of Police, Jason Carter, introduced Officer Matt Long. Chief Carter said Officer Long had recently passed his Sergeant test. The honor of pinning Sergeant Long was given to his wife, Cheyenne. The Council congratulated Sergeant Long on this accomplishment.

For council consideration, discussion, and possible approval

A. Bridgewell Resources Invoice for 25, 30, and 35-foot light poles in the amount of $19,717.00. Alderperson Headlee made a motion to approve the invoice from Bridgewell Resources in the amount of $19,717.00. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson answering “yes.”

B. Review and possible approval of a quote for NESHAP Monitoring System Upgrade for PLC controller on each engine (Previously tabled from February 4, 2025). At the February meeting, Alderperson Nelson had asked if any other quotes had been received except for the Vipower quote. The City had not received anything. It was decided at that meeting to table the purchase and reach out to Marshall Electric. Alderperson Nelson reached out to Steve Duckworth with Marshall Electric asking them to quote the project. The Vipower quote received stated it was not to exceed $68,630.00. The Marshall Electric quote stated it was not to exceed $20,000.00. Both quotes stated the work would be completed by June 1, 2025. In discussion, Alderman Hays started he felt the $20,000 bid from Marshall Electric was a reasonable price. Alderman Hays made a motion to accept the Marshall Electric bid in the amount of $20,000.00 for the NESHAP Monitoring System Upgrade for the PLC controller on each engine. The motion was seconded by Alderperson Nelson. The motion carried on roll call by each Alderperson present answering “yes.”

Reports from Standing Committees

Alderperson Headlee stated a citizen had reached out to her asking about possibly getting Burrell Street from the railroad tracks to Stewart Street repaved. There are no sidewalks in that area as well and the road is in bad shape. Alderperson Headlee asked if City Administrator Holly Healy see if there are any grants available for Burrell Street repaving.

Closed Session to discuss personnel and property issues with action to follow:

At 5:43 p.m. Alderperson Headlee made a motion to enter into closed session to discuss possible litigation. The motion was seconded by Alderperson Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

Adjournment

At 6:03 p.m. Alderperson Headlee made a motion to exit closed session without any action and adjourn. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”
