The Carmi City Council met Tuesday, December 20, 2022, at 5:15 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing regarding the zoning of residential (Zone IV) to business (Zone II) for property located at 603 West Main Street. Mayor Pollard opened the floor for discussion. Country Financial Agent, Kyle Hosick, stated he had recently moved back to Carmi area and had been looking for a location for the Country Financial office. He plans to sell insurance as well as financial planning at this location. He will also add some additional parking near the circle driveway. With no further questions, the public hearing closed out at 5:20 p.m.
At 5:30 p.m. the regularly scheduled meeting was called to order by Mayor Pollard.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Mike Knight, Jeremy Courson and Doug Hays. Absent: Sheila Headlee.
Mayor Pollard turned the floor over to Chief of Police, Jason Carter, to introduce the newest member of the Carmi Police Department, Jacob Quillen. Officer Quillen was previously a police officer in Eldorado.
The minutes from the December 6, 2022 council meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
The November 2022 Financial Reports for the City of Carmi and Light and Water Departments were presented for approval. A motion was made by Alderman Winkleman and seconded by Alderman Courson to approve the November 2022 Financial reports. The motion carried on roll call by each Aldermen present answering “yes.”
The December 2022 vendor invoices for the City of Carmi and Light and Water Departments were presented for approval. A motion was made by Alderman Winkleman and seconded by Alderman Totten to approve the December 2022 vendor invoices. The motion carried on roll call by each Aldermen present answering “yes.”
For council consideration, discussion, and possible approval
a. Accept bid for VAC trailer for the Sewer Department for $84,470.75. Mayor Pollard stated we only received one bid and it was from Key Equipment & Supply. Alderman Hays made a motion to accept the Key Equipment &
Supply bid for $84,470.75. The motion was seconded by Alderman Blake. The motion carried on roll call by each Aldermen present answering “yes.”
b. Pay request for Kiefer Brother Construction for the 7th Street Sewer project for $16,588 was presented for approval. Alderman Winkleman made the motion to approve the pay request. The motion was seconded by Alderman Courson. The motion carried on roll call by each Aldermen present answering “yes.”
c. Resolution 12.20.25; A resolution to execute an amendment to an agreement with Brown and Roberts, Inc. dated September 20, 2022. Alderman Totten made a motion to approve Resolution 12.20.25 with a second by Alderman Knight. The motion carried on roll call by each Alderman present answering “yes.”
d. Ordinance #1595; Amendment to zoning ordinance #778 for the City of Carmi for 603 W. Main Street. Alderman Winkleman made a motion to approve Ordinance 1595 with a second by Alderman Courson. Alderman Nelson abstained from voting. The motion carried on roll call by each Aldermen present answering “yes.”
e. Ordinance #1596; An ordinance stating within 90 days of the death of an account holder with Carmi Light and Water, the account must be put in the name of a living person. Alderman Totten made a motion to approve Ordinance #1596. The motion was seconded by Alderman Hays. The motion carried on roll call by each Aldermen present answering “yes.”

Mayor Pollard thanked the City Workers and Police Department for quickly taking care of the Oak Street incident earlier today. Mayor Pollard also reported who will be on the ballot for the April 4, 2023, Consolidated Election:

· Ward 3 – Mark Blake – No Opposition.
· Ward 4 – James Totten Incumbent
