MINUTES City Council Meeting City of Carmi December 6, 2022

The Carmi City Council met Tuesday, December 6, 2022, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Mike Knight, Sheila Headlee, Jeremy Courson, James Totten and Doug Hays.

The minutes from the November 15, 2022, council meeting were presented for approval. Motion was made by Alderman Totten and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

For council consideration, discussion, and possible approval

a) Approval of the City of Carmi Library Budget for 2023. The Library budget for 2023 was presented for approval. Alderman Winkleman made a motion to approve the budget with a second by Alderman Headlee. The motion carried on roll call with each Aldermen present answering “yes.”

b) Approval of Chris Marsh to the Board of Fire and Police Commissioners with a term running from January 1, 2023 until December 31, 2025. Alderman Totten made a motion to approve Chris Marsh to the Board of Fire and Police Commissioners. Alderman Winkleman seconded the motion. The motion carried on roll call with each Aldermen present answering “yes.”

c) Ordinance 1592; An ordinance for the levy and assessment of property tax by the City of Carmi, IL for the fiscal year commencing the 1st day of January 2022 and ending the 31st day of December 2022. Keith Botsch, City CPA presented the levy and assessment of property tax for the City of Carmi. Mr. Botsch stated the tax levy for the Police Pension fund had decreased to $488,289. The levied amount for the Library $79,700, Corporate $110,000, Insurance $22,457 for a total levied amount of $700,446. After a brief discussion, Alderman Headlee made a motion to approve Ordinance 1592; An ordinance for the levy and assessment of the property tax by the City of Carmi, IL for the fiscal year commencing the 1st day of January 2022 and ending the 31st day of December 2022. The motion was seconded by Alderman Winkleman. The motion carried on roll call with each Aldermen present answering “yes.”

d) Ordinance 1593; An ordinance abating the 2022 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2022A. A motion was made to adopt ordinance 1593; An ordinance abating the 2022 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2022A. Alderman Totten made a motion to approve Ordinance 1593, An ordinance abating the 2022 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2022A. The motion was seconded by Alderman Hays. The motion carried on roll call by each Aldermen present answering “yes.”

e) Ordinance 1594; An ordinance abating the 2022 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2022B. A motion was made by Alderman Headlee with a second by Alderman Winkleman to approve Ordinance 1594; An ordinance abating the 2022 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2022B. The motion carried on roll call by each Aldermen present answering “yes.”

Mayor Pollard thanked the employees who rang the bell for the Salvation Army and worked the gate at the Christmas Lights of Hope.

Reports from Standing Committees

Alderman Headlee thanked the community for the participation in the Christmas Parade.

None.

Adjournment

At 5:38 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
