MINUTES – City Council Meeting – February 20, 2024

The Carmi City Council held the regular monthly council meeting in City Hall on February 20, 2024 at 5:30 p.m.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderperson present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Mike Knight, Doug Hays, and Sheila Headlee.

The minutes from the February 6, 2024 council meeting were presented. Motion was made by Alderperson Courson and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes.”

The January 2024 Financial Reports for the City of Carmi and Light & Water Departments were presented for approval. Alderperson Headlee made a motion to approve the Financial Reports with a second by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

The vendor invoices for December 2024 were presented for authorization and approval for the City of Carmi and Light & Water Departments. Alderperson Winkleman made a motion to approve the vendor invoices for February 2024 with a second by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

For council consideration, discussion, and possible approval

a) Ordinance No. 1617; An ordinance Amending Liquor Control Ordinance No. 1519. Alderperson Hays made a motion to approve the resolution as stated above. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”

b) Ordinance No. 1618; An ordinance Amending Ordinance No 1573, 1426, 1083, 1324 and 942 (water tap on fees). Alderperson Winkleman made a motion to approve Ordinance No. 1618. The motion was seconded by Alderperson Blake. The motion carried on roll call by each Alderperson present answering “yes.”

c) Ordinance 1619; An ordinance Amending Ordinance No. 943 (sewer tap on fees). Alderperson Hays made a motion to approve Ordinance 1619. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

d) Ordinance No. 1620; An ordinance Amending Ordinance No. 1427 (electric tap on fees). Alderperson Hays made the motion to approve Ordinance No. 1620. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

e) Ordinance No. 1621; An ordinance repealing ordinance No. 1071 and Adopting Building Codes for the City of Carmi, Illinois. Alderperson Headlee made a motion to approve Ordinance No. 1621. Alderperson Hays seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

f) Ordinance No. 1622; An ordinance amending Ordinance No. 1370 Establishing Building and Demolition Permit Fees for Businesses in the City of Carmi. Alderperson Hays made the motion to approve Ordinance 1622. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

g) Resolution 02.20.2024; A resolution to close the HCP for the City of Carmi Account at First Bank. Alderperson Headlee made a motion to approve resolution 02.20.2024. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard gave an update on the Carmi Fest ticket sales which is around 300. Mayor Pollard stated “We are continuing to seek sponsorships for this event.”

None.

Closed Session to discuss personnel and property issues with action to follow:

None.

At 5:30 p.m. Alderperson Headlee made a motion to adjourn. The motion was seconded by Alderperson Courson. The motion carried on roll call by each Alderperson present answering “yes.”
