MINUTES – City Council Meeting – January 2, 2024

The Carmi City Council met Tuesday, January 2, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.

The minutes from the December 19, 2023 council meeting were presented. Motion was made by Alderman Headlee and seconded by Alderman Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

Coins for Cancer representatives Angie Lueke, Kim Winter, and Becky McCormick were invited to tell a little about the mission and how it all started in White County. The group is registered with the state as a 501 C nonprofit. Anyone needing more information, can reach out to the group on Facebook or contact a board member for additional information

For council consideration, discussion, and possible approval

a) Ordinance 1614; An ordinance annexing territory to the City of Carmi, Section 65 ILCS 5/7-1-8. Mayor Pollard this annexation of these 4 properties would allow for the Burrell Park to be annexed in as part of the City of Carmi. All four land owners have signed the petition. After no further discussion, Alderperson Headlee made a motion to adopt Ordinance 1614; An ordinance annexing territory to the City of Carmi, Section 65 ILCS 5/7-1-8. The motion was seconded by Alderwoman Bradshaw. The motion carried on roll call by each Alderperson present answering “yes.”

b) Walmart, Inc. dba Walmart #833 Liquor License Application, to possibly create a Class C License. Kenny May, Store Manager, stated they would like to be able to sell alcohol at the Carmi Store. Alderman Nelson had concerns over how it would affect the two locally owned liquor starts and store manager Justin Grogan said at this time, he was not really sure. After some discussion, Alderman Blake made a motion to create a new class C liquor license for Walmart #833. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes” except for Winkleman and Bradshaw who both voted “no.”

Mayor Pollard wanted to remind the residents that the compost site is closed until the spring. It may still be utilized using the code system for the gate.

Business or Comments from Visitors

Carmi resident, Bill Newman was present to express his concerns of not getting a electric bill. Mr. Newman stated, “I have not received an electric bill in 8 months….my son has to get on line and see what I owe then I pay it.” Mayor Pollard said we mail all 3,000 bills out at the same time but unfortunately, sometimes some of them do not reach the residents. Mr. Newman said he has also given his email address to have the bill sent that way but still has not received. Clerk Attebury will talk with Mr. Newman and be sure we have the proper information for him.

At 6:07 p.m. Alderman Courson made a motion to adjourn. Motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
