MINUTES – City Council Meeting – March 7, 2023

The Carmi City Council met Tuesday, March 7, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.

The minutes from the February 21, 2023 council meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Courson to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

For council consideration, discussion, and possible approval

a) Ordinance 1599; An amendment to Ordinance 1197, Section 1, paragraph 2 Regulating inoperable & abandoned vehicles. A motion was made by Aldermen Winkleman to approve Ordinance 1599. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

b) Award the Burrell’s Woods Park Roadway project contract to Sierra Bravo contingent on their approval to a change order reducing quantities and authorize the Mayor and City Clerk to execute all necessary documents. Mayor Pollard stated at this time, we have removed the campsite loop as well as by the Boy Scout House from the project which is the reason for the reduction on the bid. IDOT has approved the changes to the bid. Alderman Winkleman made a motion to award the Burrell’s Woods Park Roadway project to Sierra Bravo contingent on approval to change order reducing quantities. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

c) Resolution 03.7.23; Resolution appointing a Fire Chief for the City of Carmi. Mayor Pollard stated he had met with Daniel Ballard who was interested in the Fire Chief position. Mayor Pollard stated he was appointing Daniel Ballard as the Fire Chief. A formal motion was made by Alderman Courson and seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes” except for Aldermen Blake and Totten who abstained.

d) Resolution 03.08.23; A resolution appointing a secretary/treasurer for the Carmi Fire Department. Mayor Pollard stated he would like to appoint Sherry Anderson to fill this role. Alderman Headlee made a motion to approve resolution 03.08.23; a Resolution appointing a secretary/treasurer. Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes” except for Aldermen Blake and Totten who abstained.

Reports and/or updates from Mayor Pollard

Mayor Pollard stated a flyer had gone out with all utility bills regarding ordinance reminders for the City of Carmi It is illegal to blow grass into a roadway and fines can be issued. Residents are also asked to keep their property mowed and picked-up. Residents and businesses are also reminded that a Building Permit, for which there is not a fee, is required for new buildings or homes, yard sheds, carports, swimming pools, fences, planting trees, pouring concrete/asphalt and other items which may require digging of large holes or setting a large item. Demolition permits are also required to tear down a home or other large structure. Building and Demolition Permit applications are available at cityofcarmi.org or by calling 618-384-2001.

Those wishing to move a mobile home into the City of Carmi are REQUIRED to have a Mobile Home Permit. For more information, please call 618-384-2001.

There will also be an Electronics Recycling Day on March 25, 2023, from 9 a.m. until 12:00 noon at the Newton Wire and Cable Building located on 3rd Street. No early drop offs are permitted.

Reports from Standing Committees

Alderman Winkleman stated he had just attended a Library Committee Meeting. They are having a problem with a gutter leaking. City Supervisor, Brad Attebury, will be notified to follow up on this problem.

Fire Department Secretary James Totten was thanked for his years of service.

Business or Comments from Visitors

Matt McCandlish who resides in Sunnybrook Meadows stated there was quite a bit of debris in the ditch which was causing some flooding during the big rains. He has cut some brush out of the electrical lines which he has put out by the ditch. City Supervisor, Brad Attebury, will be notified.

None.

At 5:50 p.m. Alderman Headlee made a motion to adjourn. Motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
