MINUTES – City Council Meeting – May 2, 2023

The Carmi City Council met Tuesday, May 2, 2023, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Jeremy Courson, Sheila Headlee, Mike Knight and Doug Hays. Absent: James Totten.

The minutes from the April 18, 2023 council meeting were presented. Motion was made by Alderman Winkleman and seconded by Alderman Headlee to approve the minutes as presented. The motion carried on roll call by each Aldermen present answering “yes” except Alderman Courson who abstained due to being absent at the last meeting.

Greg Stewart, City Attorney, was introduced by Mayor Pollard and administered the Oath of Office to the following Alderpersons: Mark Blake, Lacey Bradshaw, Doug Hays, and Jeremy Courson. Mr. Stewart explained the duties and responsibilities of being an Alderperson for the City of Carmi and welcomed each person as a member of the Carmi City Council.

For council consideration, discussion, and possible approval

a. Change of July 4th meeting to Wednesday, July 5, 2023 at 5:30 p.m. At the previous meeting on April 18th, discussion was held regarding changing the meeting date for July since it falls on the 4th of July. Alderman Courson made a motion to approve the meeting date change. The motion was seconded by Alderman Blake. The motion carried on roll call by each Aldermen present answering “yes.” At the end of roll call, Alderman Winkleman stated he believed we had intended to change the meeting to July the 11th. After reviewing the minutes, this was correct. An error had been made by Clerk Attebury. A new motion was made by Alderman Winkleman to change the July council meeting to Tuesday, July 11th at 5:30 p.m. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderperson answering yes.

b. Resolution 05.02.23; A resolution for the temporary closure of Main Street (IL 1 & IL 14) a state highway for the Corn Day activities starting Friday, October 13, 2023 until Sunday, October 15, 2023. Alderman Headlee made a motion to approve Resolution 05.02.23. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

c. Pay request: Brown & Roberts, Inc. Job #21-121 Burrell’s Woods Park Roadway Design Engineering Bill #2 for $26,129.10. A motion was made by Alderman Knight to approve the above pay request to Brown & Roberts. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderperson answering “yes.”

d. Pay request: Brown & Roberts, Inc. Bradshaw Park Drainage Design Engineering Bill #1 for $19,917.70. Alderman Headlee made a motion to approve the pay request

to Brown & Roberts. The motion was seconded by Alderman Nelson. The motion carried on roll call by each Alderperson present answering “yes.”

e. Resolution 05.03.23; A resolution renewing the employee safety incentive program for the period of April 1, 2023 to March 31, 2024. Alderman Hays made a motion to approve the above resolution. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard welcomed Lacey Bradshaw to the Carmi City Council. At this time, she will be the co-chairperson for the Airport Committee as well as Water & Sewer Departments. All other Aldermen will remain on the same committees at this time. Mayor Pollard stated he would be reappointing committee chairman and cochairman at a later date.

Mayor Pollard reported speed bumps have been put in place on Illinois Street as well as Sycamore Street near Bradshaw Park. These will be removed once the ball season is over.

Closed Session to discuss litigation with no action to follow:

At 5:45, Alderman Headlee made a motion to enter into closed session. The motion was seconded by Alderman Blake. The motion carried on roll call be each Aldermen present answering “yes.”

Adjournment

At 7:26 p.m. Alderman Winkleman made a motion to exit closed session, re-enter regular session, and adjourn with no action. Motion was seconded by Alderman Blake. The motion carried on roll call by each Aldermen present answering “yes.”
