City Council Meeting
City of Carmi
The Carmi City Council met Tuesday, April 19th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the April 5th, 2016 council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
March 2016 Financial Reports were presented. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve the Financial Reports as presented. The motion carried on roll call by each Alderman answering “yes.”
April 2016 Vendor Invoices were presented. Motion made by Alderman Headlee and seconded by Alderman Davis to approve the Vendor Invoices as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider the re-appointment of Nancy J. Winter as Trustee on the Police Pension Fund Board for a two (2) year term effective effective 5-1-16 to 4-30-18. Motion made by Alderman Hays and seconded by Alderman Blake to re-appoint Nancy J. Winter as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider Ordinance No. 1501, an Ordinance to vacate part of an alley in lot ninety-four (94) of Carmi’s original sub division in the City of Carmi, Illinois. He stated that it is the alley way that runs behind Gottzz’s and if vacated half would go to Dink Nichols and the other half would go Nikki Edwards. Motion made by Alderman Hays and seconded by Alderman Blake to approve Ordinance No. 1501 as presented. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated that the Bictenial fair is starting Memorial Day weekend. They are also working on something for the 4th of July that will be Bictenial themed. He added that there will be more details regarding the Memorial Day weekend festivities in the coming meetings.
Reports from Standing Committees
Alderman Hays stated that he spoke with Police Chief Jason Carter about parking on Oak Street. Several wrecks are happening at Oak St. and 6th St. and the City has an Ordinance that limits big trucks from parking on any city street for more than three (3) hours.
Alderman Lamont questioned if anything can be done at the Stewart St. railroad crossing. City Supervisor Mike Buckman stated that they can call and put pressure on them to do something.
Alderman Headlee stated that she had a compliant regarding the road in front of the church in Sunny-Brook Meadows because of water getting underneath the road causing it to push up on it and break it up. Supervisor Buckman stated that he was there yesterday and they need to put a drain in to remove the water.
Alderman Winkleman wanted to recognize Head Liberian Stephanie Dennis who was in the audience. Mrs. Dennis said the library is doing well and had just finished several community projects.
Business or Comments from Visitors
Citizen Whitney Barbre informed the council that she wants to buy property at Commerce Street to expand her Tumble Time business. Mayor Pollard stated that that property is established for Industrial businesses and managed by the TIFF fund to create several jobs or generate tax revenue. Citizen Rachel Ackerman asked to explain what the qualifications are for the Industrial Park. Mayor Pollard stated that Economic Development Coordinator Sandra Irvine knows more about that but it is for businesses that sell taxable items.
Motion was made by Alderman Headlee and seconded by Alderman Hays to go into closed session to discuss litigation. The motion carried on roll call by each Alderman answering “yes.”
At 5:46 p.m. the council went into closed session.
Motion was made by Alderman Headlee and seconded by Alderman Blake to return to open session and adjourn. The motion carried on roll call by each Alderman answering “yes.”
At 6:19 p.m. the council adjourned.
