The Carmi City Council met for the regularly scheduled meeting at 5:30 p.m. in the Chamber Council at 225 East Main Street on August 3, 2021
Prior to opening the council meeting, Mayor Pollard asked Alderman Hays to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Mark W. Blake, Tracy Nelson, James Totten, Doug Hays, Jeremy Courson, and Sheila Jo Headlee. Absent: Steve Winkleman
The minutes from the July 20, 2021, council meeting were presented. A motion was made by Alderman Totten to approve the July 20, 2021, council minutes. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
For Council Consideration, discussion and possible approval:
- Agreement with the State of Illinois Department of Transportation for Railway-Highway Grade Crossing Improvements. The agreement was presented to the Council for approval. Alderman Totten made a motion to approve the Agreement with the State of Illinois Department of Transportation for Railway-Highway Grade Crossing Improvements. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
- Pay request from Brown and Roberts, Inc. for $9981.31 for construction engineering at the Carmi Municipal Airport was presented for approval. Alderman Courson made a motion to approve the pay request for Brown and Roberts, Inc. for $9981.31. Alderman Nelson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated the compost had now gone to a keyless entry system for the gate. “The code for the key may be obtained by calling Carmi Light and Water at 382-5555,” stated Mayor Pollard.
Mayor Pollard stated the painting is almost finished on the building and the tube system is being installed.
Reports from Standing Committees
Alderman Headlee extended condolences to the family of CJ Richardson.

At 5:34 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Totten. The motion carried on roll call by each Alderman present answering “yes.”
