Minutes: City Council Meeting of January 18, 2022

The Carmi City Council met Tuesday, January 18, 2022, at 5:15 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing.

A public hearing was held for a mobile/modular home application for Kathy Sale.  Ms. Sale stated the home would be going on 401 Schumaker Street which is at the corner of Stewart and Schumaker.  She stated it was a new double-wide home.  With no further questions, the public hearing closed at 5:22 p.m.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays. Absent:  Tracy Nelson   

The minutes from the January 4, 2022 council meeting were presented.  Motion was made by Alderman Courson and seconded by Alderman Hays to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.” 

For council consideration, discussion, and possible approval

  1. Possible approval of a mobile/modular home permit at 401 Schumaker Street.  A public hearing had been held prior to the regularly scheduled council meeting.  There were no additional questions.  Alderman Headlee made a motion to approve the mobile/modular home permit with a second by Alderman Courson.  The motion carried on roll call by each Aldermen present answering “yes.”
  2. Cynthia Attebury, City Clerk, presented the Symetra Stop Loss Insurance for the City of Carmi Health Care Plan’s reinsurance policy from 02/01/2022 to 01/31/2023. Clerk Attebury started the discussion stating the administration fees remain the same for this policy as last year.  Last year we delivered a 4% increase to the Individual Stop premium and a 2% reduction to the Aggregate Factors based on good Aggregate Claims experience.  For the 02/01/2022 renewal, Symetra seeks a 2% increase to the Individual Stop Loss premium to remain at the same $50,000.00 Individual Stop Loss deductible and a 9% increase to the Aggregate factors.  The aggregate is running slightly over expected this year.  The aggregate is not a premium but a claims factor in funding a max claims liability.  Overall, the premium went up from 6.27% from last year.  With no further questions, Alderman Headlee made a motion to accept the Symetra Stop Loss Insurance Plan policy from 02/01/2022 to 01/31/2023. The motion was seconded by Alderman Knight.  The motion carried on roll call by each Aldermen present answering “yes.”
  3. A proposal from Alpha Mechanical Services Inc. for repair of fluid cooler leak at the Carmi Light Plant in the amount of $23,585.00 was presented.  A motion was made by Alderman Hays with a second by Alderman Headlee to approve the proposal from Alpha Mechanical Services Inc.  The motion carried on roll call by each Aldermen present answering “yes.”
  4. A TIF Façade Agreement request from the White County Historical Society for 110 South Main Cross Street (Robinson Stewart House) for $5,000.00 was presented for approval.  Alderman Blake made a motion to approve the TIF Façade Agreement with the White County Historical Society with a second by Alderman Winkleman.  The motion carried on roll call by each Aldermen present answering “yes.”
  5. Mayor Pollard gave a brief update on the new Police Department on Oak Street.  The Mayor stated “we are remodeling the inside, ordering new furniture and equipment for this project”.  He requested a budget of $150,000.00 for this project.  With approval, he will be able to go ahead and order supplies as needed for the new Police Department without having to bring every thing over $20,000.00 back to the Council for approval to keep the project within the completion time frame.  Without any further discussion, Alderman Totten made a motion to approve a budget of $150,000.00 for the new Police Department.  Alderman Knight seconded the motion. The motion carried on roll call by each Aldermen present answering “yes.”

At 5:55 p.m. Alderman Winkleman made a motion to adjourn.  Motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”
