The Carmi City Council met Tuesday, January 5th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the December 15th, 2015 council meeting were presented. Motion made by Alderman Hays and seconded by Alderman Lamont to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider a roof bid for the Carmi Water Barn from Tie-On Roofing for twenty eight thousand seven hundred and fifty dollars ($28,750). Motion made by Alderman Hays and seconded by Alderman Blake to approve the roof bid as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then informed the council that the Street and Alley Department Committee will present bids for a new mini trac hoe and request council approval of bid selected to purchase a new mini trac hoe. He stated that there were three (3) bids; Fabick, Dartt, Inc., and Diamond Equipment, Inc. Alderman Lamont asked Mr. Dartt if his warranty is bumper to bumper. Mr. Dartt answered that it is for one (1) year with any authorized CAT dealer to do repairs. The CAT comparison to the CASE tractor had been left out of the loop concerning the option of financing. Alderman Lamont stated that there would be a width problem with the new trailer that the Street Department has purchased for the current mini-trac hoe and was three to four thousand dollars ($3,000-$4,000). Dartt’s width is six foot five inches (6’5”) and Fabick’s width is five foot ten inches (5’10”). All of the quotes are for machines with two (2) buckets and a hydraulic thumb. Motion made by Alderman Lamont and seconded by Alderman Hays to approve Fabick’s bid of thirty eight thousand six hundred eighty one dollars and eighty four cents ($38,681.84). The motion carried on roll call by each Alderman answering “yes” and Alderman Headlee answering “no”.

Reports from Standing Committees
Alderman Knight informed the council that eight out of the nine (8/9) cameras have been installed with the number nine (9) camera at Burrell’s Woods will be installed tomorrow (January 6th). He added that during last week’s storm, Burrell’s Woods lost twenty to twenty-two (20-22) trees. He said the most of them were located by the entryway and he is glad that the park was closed during the storm.
Alderman Hays stated that the new police department pick-up truck was ordered from White County Ford and was five hundred dollars ($500) cheaper due to the state bid process. He was glad that they were able to buy the vehicle locally and that it was under budget.
Alderman Davis wanted to inform the public to be patient with city crews while they are taking care of downed trees. Mayor Pollard noted that Tree Trimming Crew had been working today to remove a downed tree on the City/County dog pound.
Alderman Yearby stated that he thinks Montgomery Circle worked out well for us. We did the milling and with the big rain that we had it flowed out perfect. There was no water standing anywhere because they cleaned the drains out. He added that Todd Large and his crew are working on drains the rest of the work, digging them out and getting them cleaned out for us.
