Minutes: City Council Meeting of June 18, 2019

The regularly scheduled council meeting was held on Tuesday, June 18, 2019, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.  

Prior to opening the council meeting, Mayor Pollard asked Alderman Hays to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.  Absent:  Steve Winkleman

The minutes from the June 4, 2019, council meeting were presented. Alderman Hays made a motion to approve the June 4, 2019, council meeting minutes as presented.  Alderman Blake seconded the motion. The motion carried on roll call by each Alderman present answering “yes.” 

The May 2019 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration.  A motion was made by Alderman Headlee for approval of the May 2019 Financial Reports.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for June 2019 for the City of Carmi and Carmi Light & Water were presented for approval.  A motion was made by Alderman Headlee to approve the May 2019 vendor invoices.  The motion was seconded by Alderman Hays.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard asked the council to consider Resolution 06.18.19; A resolution in support of the Illinois Oil and Gas Industry.  Mayor Pollard stated he had been contacted by Chris Mitchell of George Mitchell Drilling, Inc. stating another town had done a resolution showing their support for the Oil and Gas Industry.  Mr. Mitchell stated for the past few years, oil production in White County was over a million barrels with White County being #1 in production in relation to the other counties in the state.  A motion was made by Alderman Headlee to adopt Resolution 06.18.19; A resolution in support of the Illinois Oil and Gas Industry.  The motion was seconded by Alderman Blake.  The motion carried on roll call by each Alderman present answering “yes.”  

Past Chamber of Commerce President Toby Brown addressed the council regarding the annual fireworks display.  Mr. Brown thanked the council for their continued support of the Chamber of Commerce.  He then asked the council for a donation for the annual 4th of July fireworks.  He stated the City of Carmi has donated $9,000 for the past several years to the fireworks display.  Alderman Headlee made a motion to donate $9,000 to the Chamber of Commerce for the fireworks display.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”

Mayor Pollard announced City Supervisor Mike Buckman will be retiring in February 2020 but he will be using accrued vacation and sick time making his last official work day July 10, 2019.   

Mayor Pollard also reported a repair estimate for generator #11 had been received in the amount of $824,000.  The City has not heard back from the insurance company as to whether the claim will be covered or not.

Alderman Hays reported to the Council Carmi Police Officer Andrew Grider has completed his probationary period and is the newest member in the department.  Alderman Hays also stated the new Dodge Ram that was purchased for the Carmi Police Department earlier in the year will be delivered soon and the Chevrolet Caprice that it is replacing, has been sold on E-bay using the proper bid procedures.  

Alderman Nelson stated the Street and Alley Department have been very busy replacing sidewalks.  

Alderman Headlee made a motion to go into closed session to discuss personnel issues.  The motion was seconded by Alderman Hays.  The motion carried on roll call by each Aldermen present answering “yes.”

At 5:50 p.m. Alderman Headlee made a motion to adjourn.   The motion was seconded by Alderman Hays.  The motion carried on roll call by each Alderman present answering “yes.”
