The Carmi City Council met Tuesday, June 7th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation and a moment of silence for the passing of long time business woman Barb Fiala. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight. Alderman Davis was absent, due to an emergency at his job.
Minutes for the May 17th, 2016 council meeting were presented. Motion made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider the reappointment of Diane Healy to the Library Board for a three (3) year term from July 1st, 2016 to June 30th, 2019. Motion made by Alderman Hays and seconded by Alderman Knight to approve the reappointment of Diane Healy as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider the reappointment of Steve Winkleman to the Library board for a three (3) year term from July 1st, 2016 to June 30th, 2019. Motion made by Alderman Headlee and seconded by Alderman Lamont to approve the reappointment of Steve Winkleman as presented. The motion carried on roll call by each Alderman answering “yes.” Alderman Winkleman abstained from voting.
Mayor Pollard asked the council to consider the reappointment of Sharon Whitsitt to the Library board for a three (3) year term from July 1st, 2016 to June 30th, 2019. Motion made by Alderman Winkleman and seconded by Alderman Headlee to approve the reappointment of Sharon Whitsitt as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then asked the council to consider amending Ordinance No. 1420, an Ordinance Regulating the Control of Canines within the City of Carmi, White County, Illinois. Mayor Pollard explained the only change to be made was a new regulation by the State of Illinois as to the length of time a dog could be held at the pound from five (5) days to seven (7) days. Motion made by Alderman Hays and seconded by Alderman Blake to approve the amendment of Ordinance 1420 as presented. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated that he has turned information over to the police about the vandalism of the city signs coming into town and that he has full intentions of prosecuting.
He added that the bathrooms at the top of the hill at Burrell Park have been locked and a portable restroom has been set there for public use. Someone has ripped the sink off of the wall twice since they have been opened this season. Again, there are full intentions of prosecuting if the person is caught.
July 4th Bicentennial concert will be held on our new property next to Burrell Park and Campground at 4:00 p.m. The Bradshaw’s will take the stage first followed by Barry Steed and The Band River. He hopes that everyone joins the celebration for some good music and good food. They are looking for local vendors who want to join in on the festival. They need to contact the mayor’s office at 382-8118 before June 24th for more details.
Reports from Standing Committees
Alderman Knight stated Donnie Jordan donated a picnic table to the city in honor of their son Aaron Jordan who passed away.
Alderman Lamont asked Alderman Yearby to get a hold of him regarding the Applewhite Generators.
Alderman Winkleman stated that the library parking lot needs striped and that three holly trees need to be cut down. He also thanked the city of taking care of the termites and the ceiling at the Library.
Alderman Yearby wanted to thank everyone who attended the Memorial Day Service at the city park.
