Minutes: City Council Meeting of November 2, 2020 

The Carmi City Council met Monday, November 2, 2020, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Sheila Jo Headlee, Mike Knight, and Doug Hays.  Absent:  Jeremy Courson

The minutes from the October 20, 2020, council meeting were presented.  Motion was made by Alderman Knight and seconded by Alderman Totten to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.” 

For council consideration, discussion, and possible approval

  1. Award bid for the 2001 Dodge Ram 1500 pickup.  Mayor Pollard stated there was one bid for the above vehicle.  The bid was for $600 from William Jr. Hodgson.  Alderman Hays made a motion to award the bid of the 2001 Dodge Ram 1500 pickup truck to William Jr. Hodgson.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Aldermen present answering “yes.”
  2. Christmas bonuses for City employees and Carmi Light and Water employees:  Mayor Pollard stated the amount the employees received in the past has been $60.00 plus $5.00 per year of longevity for full-time employees and a flat $60.00 for part-time employees, firemen and EMA members.  A motion was made by Alderman Headlee to pay Christmas bonuses for City employees and Carmi Light and Water employees at $60.00 plus $5.00 per year of longevity for full-time employees and a flat $60.00 for part-time employees, firemen and EMA members.    The motion was seconded by Alderman Hays.  The motion carried on roll call with each Aldermen voting “yes” except Alderman Totten who abstained from the vote due to a conflict of interest.

Reports and/or updates from Mayor Pollard

Mayor Pollard stated the playground equipment at the old movie theater lot is moving along quickly.  The equipment has been installed.  The fence will be installed as weather permits.

Mayor Pollard announced the plans of the Chamber of Commerce to move forward with the It’s A White County Christmas.  They are planning the lighted Christmas parade to welcome Santa to White County on November 28th at 5:30 p.m.  Instead of having a specific theme this year, we are letting everyone be creative and show the holiday spirit.  A copy of the parade entry form is available at the Chamber of Commerce and can be either mailed in or sent email to [email protected].  All entry forms need to be returned by November 23rd.  

The Chamber of Commerce in conjunction with the Carmi Christmas Elves, Inc. will be hosting a Merry and Bright Christmas Light Decorating Contest.  The entry forms are also available at the Chamber of Commerce office.  Participants must agree to have their lights on from 6 p.m. to 9 p.m. December 4th-6th, December 11th-13th, December 18th-20th and December 24th.  The winner will receive $500.00 in Carmi Dollars.  Entry forms are to be turned in to the Chamber of Commerce.  

The Chamber of Commerce will also sponsor a decorated storefront window contest again this year.  This is open to businesses and organizations in White County.  Registration must be done by November 18th with the judging to be held on November 23rd at dark.  The winner will be announced on November 24th.  

At 5:37 p.m. a motion was made by Alderman Headlee to enter into closed session to discuss personnel with possible action to follow.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Aldermen present answering “yes.”

At 6:15 p.m. Alderman Headlee made a motion to enter back into regular session.  The motion was seconded by Alderman Totten.  The motion carried by each Aldermen present answering “yes.”  

A motion was made by Alderman Headlee to set the following salaries:

  • Moving the Mayor position from a part-time position to a full-time position with a salary of $46,000.
  • Increasing the City Clerk salary to $35,700
  • Increasing the Aldermen to $400 per month.

The motion was seconded by Alderman Hays.  The motion carried on roll call by each Aldermen present answering “yes.”

Adjournment

At 6:17 p.m. Alderman Hays made a motion to adjourn.  The motion was seconded by Alderman Headlee.  The motion carried on roll call by each Alderman present answering “yes.”
