The Carmi City Council met Tuesday, September 20th, 2016 at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation. The prayer was followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Keith Davis, Lance Yearby, Sheila Jo Headlee, Jack Lamont, Doug Hays and Mike Knight.
Minutes for the September 6th, 2016 council meeting were presented. Motion made by Alderman Winkleman and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman answering “yes.”
August 2016 Financial Reports were presented. Motion made by Alderman Headlee and seconded by Alderman Winkleman to approve the Financial Reports as presented. The motion carried on roll call by each Alderman answering “yes.”
September 2016 Vendor Invoices were presented. Motion made by Alderman Winkleman and seconded by Alderman Blake to approve the Vendor Invoices as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council to consider Special Use Mobile Home Permit No. MH.16.03 request by Les and Linda Senesac for a 1999 mobile home at 1122 West Drive. Motion made by Alderman Lamont and seconded by Alderman Headlee to approve Special Use Mobile Home Permit No. MH. 16.03 as presented. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard then presented Mr. Mike Huskey with Revolution Recycling to present information for recycling glass, metal, plastic cardboard and paper within the city limits. Mr. Huskey stated that he started this business in 2009. The company always has recycling containers present so there is never a time when a container is not available for use. He stated that they are successful at keeping the price down while keeping the quality of recycling manageable. He estimated that the containers would be exchanged about once a week, but it really just depends on how much they are used in the community. He gave the example of Vienna: they allowed the whole county to use the containers and have recently switched to letting the prison collect the communities recycling. He stated that they offer a free thirty (30) day trial to see what kind of volume the recycling will bring and how well it will work in the community. He added that the containers are located in a location that allows for 24-7 access and they are usually next to the fire or police departments or in the middle of town. They also may need video surveillance in order to detour people from dropping things off that is not supposed to be in there. Mayor Pollard stated that it might be best to put it at the Street and Alley Department building. Mr. Huskey stated that they run 6 days a week, 24 hours a day. He added that once it becomes established they go to a schedule such as Benton who runs twice a week. They charge by the weight of the load. The containers are twenty-two (22) cubic yards of usable space in which glass, plastic and metal go into one side with the cardboard and paper going into the other side. The containers are all steel and protected from the weather. Mayor Pollard stated that Wal-Mart has stopped their recycling program and he was contacted by some employees of the local school system to start one. Alderman Headlee stated that both a private induvial and the county had recycling programs and they did not go over well. Alderman Hays stated that Brownsville has plastic and paper recycling. He thinks that cardboard will accumulate quickly. Mr. Husky stated that they can provide containers to businesses for collection of cardboard. Stephanie Dennis stated that the previous individual who had the business offered a ten dollar ($10) per month home pickup option. Motion made by Alderman Winkleman and seconded by Alderman Hays to approve Revolution Recycling for a thirty (30) day trial period. The motion carried on roll call by each Alderman answering “yes.”
Mayor Pollard asked the council for authorization to seek bids for the sale of excess, unused military equipment and a 1980 Ford dump truck. Alderman Hays stated that Doug Smith will have all equipment at the city garage for interested bidders to examine. The city can get rid of this equipment but not any of the Humvees. He believes that they need to put a minimum bid to be accepted for each item. Motion made by Alderman Hays and seconded by Alderman Knight to approve the Mayor to seek bids for the items as presented. The motion carried on roll call by each Alderman answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated that the Annual Chamber Dinner will be Monday October 3rd. If anyone wants to attend they need to contact Holly Healy at the Chamber Office at 382-7606.
He stated that the annual Corn Day events will be starting on Friday October 8th and Saturday October 9th.
On October 15th, the city will be having another electronic recycling day at the Newton Wire and Cable building from 9:00 a.m. to 1:00 p.m. They will not be accepting paint this time.
Trick or Treating hours for the City of Carmi will be on Halloween, Monday the 31st from 4:00 p.m. to 8:00 p.m. Remember to leave your porch lights on at your residence for the trick-or-treaters.
Reports from Standing Committees
Alderman Lamont stated that the mosquito sprayer broke down and they have a new unit ordered. The new one’s motor is electric so you will not hear it spraying.
Alderman Winkleman stated that the yard waste site is getting full and questioned if they need to find a new spot for it.

Motion made by Alderman Winkleman and seconded by Alderman Headlee to go into closed session to discuss personnel issues.
At 6:00 p.m. the council went into closed session.
Motion made by Alderman Hays and seconded by Alderman Yearby to return to open session.
At 6:57 p.m. the council returned to open session.
Motion made by Alderman Blake and seconded by Alderman Davis to award position of Operator in the Water Department to Curt Hale.
Motion made by Alderman Yearby and seconded by Alderman Headlee to adjourn.
At 6:59 p.m. the council adjourned.
