Minutes: City Council Meeting of September 6, 2022

The Carmi City Council met Tuesday, September 6, 2022, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting. 

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Mike Knight, Sheila Headlee, Jeremy Courson, and Doug Hays.    

The minutes from the August 16, 2022 council meeting were presented.  Motion was made by Alderman Totten and seconded by Alderman Hays to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.” 

For council consideration, discussion, and possible approval

  1. Resolution 09.06.2022; A resolution authorizing the Mayor to seek bids for mowing services.  Mayor Pollard explained the service who had been mowing our properties has resigned; therefore, he is seeking permission to advertise for sealed mowing bids on a list of parcels.  A motion was made by Alderman Headlee to approve the above resolution.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”
  2. Ordinance 1590:  An ordinance to vacate an alley, part of block 1 of Fackney’s second addition to the town (now city) of Carmi, White County, Illinois (legal description noted in the ordinance.)  Alderman Winkleman made a motion to approve the above ordinance with a second made by Alderman Courson.  The motion carried on roll call by each Aldermen present answering “yes.”
  3. The Mayor requested permission to purchase a 2011 Bobcat T870 with two attachments for $65,000.00 to be used in the Line/Tree Department as well as other departments within the City.  After a brief discussion, Alderman Courson made a motion to purchase the 2011 Bobcat T870.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Aldermen present answering “yes.”

Reports from Standing Committees

Alderman Winkleman stated the Library has had a problem with a lift pump that had malfunctioned.  Mayor Pollard stated the City would get the new pump ordered.

Adjournment

At 5:38 p.m. Alderman Winkleman made a motion to exit regular session and go into closed session to discuss personnel and property issues with possible action to follow.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”

At 6:30 p.m., Alderman Headlee made a motion to return to regular session and adjourn with no action.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”
