An Ordinance Imposing Penalties for Failure to Timely Pay Municipal Charges for Utilities and Revoking Ordinance No. 1530
Be it ordained by the Mayor and City Council of Carmi, Illinois:
Section 1. Due Date
The City of Carmi and Carmi Light and Water shall mail customer bills for electricity, water, sewage and waste collection no later than 3pm on the last business day of each month. Said bills shall be due and payable on or before the 15th day of the following month.
If the 15th falls on a weekend or holiday, bills are due to the next business day.
Failure of the US Postal Service to deliver a bill does not release the customer from charges.
Section 2. Penalty for Late Payment
A penalty of 10% of the total bill shall be added to such bills not paid by the 15th day of the month in which bills are due.
Failure of the US Postal Service to deliver a bill does not release the customer from a late penalty.
Section 3. Disconnection of Service
If any bill is not completely paid by the last Wednesday of the month in which bills are due, the bill shall be considered delinquent and all services for that customer shall be disconnected and discontinued. Reconnection and continuation of services disconnected and discontinued for delinquent payment as herein provided shall only be upon payment in full of all charges together with taxes and all delinquent charges plus a reconnection and continuation service charge of $25.00 for reconnection and continuation during regular working hours (Monday – Friday, 7am-3pm). Reconnection and continuation during hours outside of the regular working hours shall be $100.

Section 4. The City of Carmi and Carmi Light and Water reserve the right to utilize any collection agency to seek the recovery of past due charges for electricity, water, sewage and waste collection and to collect said debt using any and all debt collection remedies available under law.
Section 5. Ordinance No. 1530 is hereby revoked. All Ordinances in conflict with the above Ordinance are hereby repealed.
This Ordinance shall be effective on immediately following passage and publication.
